Remove more unused jobs. There were jobs defined but not used anywhere. Some are for ppc64/s390x that we don't currently test. Things like charmed k8s are useless at the moment because the upstream charms are broken.
Plus, the dashboard test is IAAS only so remove it from microk8s proving grounds.
