[html-manager] Requiring @jupyter-widgets/html-manager causes the CSS to be included on the page #2482

We may want to remove the CSS from the html-manager and have client code explicitely include the CSS.

This is somewhat similar to what is described by @blink1073 here:
jupyterlab/jupyterlab#6390
