It seems like something in the Ruby builds is causing CircleCI to fail. This isn't a change to our code - re-running a build that used to work now no longer works.

The errors were because of a library that wasn't properly installed in circleci. I added this into the config for circle, and also added an install module that (somewhat) checks for this same error, as it may be common
