Config cleanup #390

Fix several issues with the config system / documentation:

Fix an issue of configuration inheritance from sections.
Improve config docs.
Make <command> --config output include all available options, even unconfigured ones (but mark those as unconfigured).
Fix a mistake in applying the --details ignore option.
