Add a section to our README about async/sync style operations #16

In our working call today, a few of us discussed and drafted a section in our docs about how the council operates.

The spirit of this section is to codify that we are an async council to the general community so that the community has

  1. the appropriate expectations on our communication timeframe
  2. clarity about how to reach us
  3. knowledge about the weekly meetings as a place to meet some SSC members face-to-face.

As part of this PR, we're looking to name the weekly call, "office hour", so that it also has a more appropriate expectation. It is public, not a requirement, and offers a good place for people to meet-and-greet.
