Refactor for Jupyter Releaser, Jupyter Packaging, and Myst Documentation

This PR includes a list of maintenance tasks to cleanup the repository

• Uses Jupyter Packaging tricks to simplify packaging
• Prepares the repo for jupyter-releaser based releases.
• Leverages tbump to bump versions
• Adds GitHub workflows to check releases
• Moves the tests inside the package so they can be run from the PyPI package (useful for other projects to run jupyter-telemetry tests)
• Refactors the docs to use the pydata theme and Myst for easier documentation authoring.

Also removing the package.json and the Typescript code since it's unused, unpublished, and outdated (still uses phosphor).
