Currently, any user can easily change their password but is not asked for the current one, which is standard security practice. This leaves the door open to people compromising accounts on shared computers etc. It does not make sense to ask this for admins changing user passwords, but I think it should apply to users changing their own password.

Related: #73, which should apply to all of signup, changing your own password and admins changing users passwords.
