only checks whether the requested user is root, it doesn't check what the actual user is, so NB_USER remains in the Dockerfile and therefore apt.txt fails.

It sounds like R dependencies are installed before
apt.txt
. The last R installation script currently runs asNB_USER
(changed in #1104):repo2docker/repo2docker/buildpacks/r.py
