Lots of people in #108 report that adding the Ubuntu universe repository is required for TLJH to work. I can't personally reproduce this, but we should find out what's happening.

My theory is these are on VMs that are using an Ubuntu image that's built differently than the ones on the public cloud.

At least on Google Cloud, even the 18.10 minimal images have Universe installed. But, I think we should make sure universe is enabled, and if not enable it ourselves.
