We really should upgrade JupyterHub since it's still on 1.

Changing the default version in bootstrap.py to latest should install the most recent non-release tag.

Once we've made this release I think we should upgrade JupyterHub to 3.0.0 #818, optionally clean-up the docs (including a possible switch to myst), and release 1.0.0

This will correspond to the most recent release tag (excludes pre-releases)
Very few PRs are labelled, so just have one `Merged PRs` section
test_bootstrap.py: use `--version main` since there are no tags/releases
