This PR:

  • Fixes build issues with the current JupyterLab (3.6.3)
  • Improves developer documentation and makes it more easily accessible in README file (as opposed to the separate file)
  • Bumps the patch version

This PR was created at JupyterCon 2023 Sprint

this is the only change that's giving me pause. I've fallen of the train of the situations under which this doesn't work as intended (old setup tools?) but it would be a straightforward change to back it out if it causes troubles.
