Jupyter lab terminal uses incorrect keyboard

Description

The terminal inside Jupyter lab does not use my correct keyboard disposition (azerty).
Here is an example typing the same keys in Jupyter notebook (correct) and Jupyter lab (incorrect) :

• Operating System and version: Ubuntu 20.04.3 LTS
• Browser and version: Google Chrome Version 92.0.4515.159
• JupyterLab version: 3.0.14

Can this be related to #11058? 🤔 @fortierq can you check if the issue persists in firefox?

The issue seems related to chrome indeed: it works on firefox.
