Error Starting Kernel

Description

when starting a new ipynb, cannot start a new kernel,or change the name of the notebook;


the logs are below:

Can you please provide your JupyterLab version, the OS you're running it on, and the browser you're using? Also, how did you install JupyterLab (via conda, mamba, etc.)? Thanks!
