Problem

I never remember where to find all the possible commands I can use as items in the Cell Toolbar

Proposed Solution

Just place a link to the appropriate resource, in the Settings Panel for the Cell Toolbar

Technically, "Command ID" could be a dropdown with list of currently available commands. There is an edge case when the command came from an extension but user removes the extension which would need to be tested to ensure it does not get into a weird error state.

It could even show both the command label and command ID to make it more user friendly.
