If there are docs for buildutils, they should be more prominent ? It took me quite a while to find out how to upgrade phosphor across all packages.

update-dependency was referenced in package.json in the project root so I should have found it sooner :-|

We don't really have good docs on them, unfortunately, outside of brief mention here.
