Confused on collapsing code cells

It seems you can click the blue bar to collapse a code cell but the collapsed state is not rendered in the html when exported as html. Is this behavior expected?

We use nbconvert to render to html. I think the best place to ask that question is on the nbconvert repo, asking if they support the collapse metadata in the cell.
