I use jurplel/install-qt-action@v2 and running qmake I get

Project ERROR: Unknown module(s) in QT: charts

Is that module missing from the installation?

Yes, by default that module is not included. To install it, you need to use the modules option. From the readme:

Options

...

modules

List of additional addon modules to install, with each entry seperated by a space. If you need one of these, you'll know it.

Possible values: qtcharts, qtdatavis3d, qtpurchasing, qtvirtualkeyboard, qtwebengine, qtnetworkauth, qtwebglplugin, qtscript, debug_info, possibly others

Default: none
