Can not open phone app without phone number

In Nimbus Catalog demo, I click into the "All Actions" ->"Open the app".
Then message "The app you tried to open does not appear to be installed on this device" comes out.

when I clicked the "Call 123-500-7890" it seems all right.

I test this demo in my iphone5s(iOS7.1.1) device.
