Also sets up .tito for use with copr to enable building pre-release Add target to build docker image and use make within Dockerfile to build/test/install

Adds a
faq.specto enable building an srpm from a github release tarball.Also sets up .tito for use with copr to enable building pre-release
Currently setup to build from my fork at https://copr.fedorainfracloud.org/coprs/ecnahc515/faq/
Currently builds will only work on Fedora Rawhide where jq 1.6 is available,
otherwise jq 1.6 is available within the copr project for building on el7 and
fedora 29.
