What this PR does:
The past couple medusa-operator updates were bad. This update has a big refactoring of the restore controller that cleans up the code and avoid the unnecessary rolling restart after the restore completes.
After I see tests pass I will create a new tag for medusa-operator and then update this PR accordingly.
