What does this PR do?
Some basic scaffolding for integration tests and a simple test to check that the image currently being built can be deployed using the stable version of the charts.
The dev version of the charts are currently failing.
If this meets with everyone's approval I can start fleshing out more of the tests and integrate this with GHA. I have make steps to get the tests to run and install the dependancies (kustomize, krew, kuttl, helm).
