What this PR does:
Updates to Go 1.17 while also bumping Kubernetes deps to 1.23.4

It was determined changes for this effort are beyond the scope of a direct SDK upgrade with Go modules.

The reaper-operator is in deprecated status, and being replaced with k8ssandra-operator (having a PR for Go version upgrade to 1.17).
