This value was never assigned before calling the function to build the Diameter AVP By 3GPP specs, to an UE is always assigned a /64 subnet Again, as per TS, the AF shall set the Prefix Length to 128 and encode the IPv6 address of the UE within the Prefix field

Unfortunately I did some format changes since you did this pull request and had quite a few conflicts to work through.
