Classic support

I'm working on classic support. It's still a work in progress 😄

Remaining bits:

• Update all the classic CDs. I have added only a few for testing.
  • Would accept help from others here
• Needs a talent modifier that alters the spell cooldown in increments for each rank of a talent.
  • Are there any talents where each rank changes the CD in non-uniform steps?
• CLEU spellID tracking, currently it can only track my spells.
  • Might be able to use rgd87/LibClassicCasterino
  • May have to force addon messages and require all group members to use, otherwise
• Needs an update to LibGroupInspecT to work with Classic
  • Created tstirrat/LibClassicSpecs, I'm working on putting this into LibGroupInspecT elsewhere, will update here if that ends up on github.

Note: I discussed the right place to work on this with Zen in Discord. I prefer to work on github, and they agreed this is a fine place to do this work.
