Unable to load registry without restarting Blender after addon install

I ran into an issue where I had to restart Blender to be able to load the registry. I was going through the quickstart. I had the previous workflow addons installed when I added the new addon. I removed the old addons before setting the hierarchy up. Maybe it was related to having the old ones installed previously and some stuff lingering around?

Repro steps:
Install the latest version of the gltf_auto_export and bevy_components. Install the blenvy addon. Uninstall the gltf_auto_export and bevy_components. Follow the rest of the quickstart guide. A restart to Blender is needed for the registry to load correctly.
