Upgrade Graal from 21.2.0 to 21.3.4.
This fixes 18 vulnerabilities in org.graalvm.sdk:graal-sdk: https://security.snyk.io/package/maven/org.graalvm.sdk:graal-sdk/21.2.0

This pull request is against the master branch because the development branch is already at 22.0.0.2.

Upgrade Graal from 21.2.0 to 21.3.4.
This fixes 18 vulnerabilities in org.graalvm.sdk:graal-sdk:

@julianladisch the develop branch is "what counts". if it helps, use 1.3.0.RC2 in maven central that passed basic security checks. when we release 1.3.0 final, master will be brought in line. can I close this and the issue ?

and of course for a PR to be accepted, CI has to pass. also read: #2009

I don't know what to do about the failing test JsCallTest.testParallel.

and yes that's a very tricky one with a lot of history. may I suggest we leave things as is ? the java 11 switch is going to take time: #2083
