Hanky Panky cocktail demonstrates the issue.

Go to Edit Hanky Panky cocktail. In Description field, Observe Quote and Apostrophe symbols show their code versions. Click Save.

Now Observe the Quote and Apostrophe symbols show their code versions even while in standard viewing mode (not editing).
