CPU hotplug feature currently does not work on s390x.

tuan-hoang1 pushed a commit to tuan-hoang1/packaging that referenced this issue Feb 20, 2019
Add CONFIG_CFS_BANDWIDTH so CPU hotplug feature works on s390x. Note
that CPU hot-unplug does not work yet due to limitation in qemu s390x.

Fixes kata-containers#339
