Draft the PolyFS Design Document

In order to Provide a reference for the planned implementation and design of PolyFS, for our own benefit and the benefit of anybody else that may be interested

As a PolyFS project member

I want A draft document outlining the current design plan for PolyFS explaining how it will work and what the architecture looks like. The document should outline the big picture, even if some portions are incomplete due to lack of knowledge or testing.
