Deprecate create command.

deploy creates an ECS service when it is missing.

$ ecspresso create --help
usage: ecspresso create [<flags>]

[DEPRECATED] use deploy command instead
$ ecspresso create
2022/09/29 14:34:46.928723 [ERROR] create FAILED. create command is deprecated. use deploy command instead
