In my personal fork, tests on PRs don't stop running if you push to that branch (which should invalidate the previous runs so as to not waste test runner resource and to make running the tests faster).
For now while I'm working on the labeler config, I'm just going to comment the others out. However, if this issue exists upstream, a cancel previous workflows action should be added to ALL apache repos (or at least to the start of all heavy workflows that are initiated on pr or on pull_request_action).
