On SIP update, the AIP to be updated is search for using the SIP identifier that can refer the ingestSIPIds. But, first a check is made if there are multiple AIPs with that identifier. This check should only search for active AIPs. In the odd chance there is an AIP that failed ingest (is in INGEST PROCESSING state) and that was ingested afterwards, than it should only see the ACTIVE one.

It can also find AIPs in the "APPRAISAL" state.
