SGE not accepting new jobs #1

Originally noticed 6/29/2016. New SGE jobs (submitted via submit_parallel_pipeline script and/or parallelized FSL jobs) stuck in pending queue (seemingly forever).

Tara found that this issue was triggered by separate issue ( #2 ) related to load spiking artificially (due to a malfunctioning machine that should not have been mounted) and this in turn triggered an SGE alarm state (which prevented new jobs from advancing beyond the pending queue).
