auto-assign not working for repos selected before a config was added to the repo #38

Describe the bug
A clear and concise description of what the bug is.

auto-assign is not making assignments on repositories configured in the GitHub app and with a compliant .github/auto_assign.yml present.

To Reproduce

  1. Submit a PR to an affected repo
  2. Observe that no reviewers or assignees are added

Expected behavior

Reviewers or assignees are added.

These are internal repos but I can tell you that the repo is on the list in https://github.com/organizations/<orgname>/settings/installations/324587.

Additional context

The repos that are working are the repos that had an auto-assign config in them when it was enabled. Others were enabled and then the configuration was added: those are the ones that aren't working. It would be laborious to toggle for all of the repos we've enabled so I want to do that only as a last-ditch effort.

…does auto-assign not do anything if a PR has reviewers/assignees when it is submitted?

I am also facing this issue. I gave a repo permission before having a committed config file and it does not add reviewers. In other repos where the config file was committed beforehand, I am not facing the issue.

I have since tried to uninstall and reinstall the github application and it remains an issue.

Any word if this could be fixed? I'd love to use this bot on our projects but I can't get it to work at all.

I think this is still an issue but the resolution for the org in which I was primarily using auto-assign was to remove it and re-add it.

@colindean - when you said remove it, did you remove the bot from the organization or did you remove it from one specific repo?
