Workloads are deployed although not part of an application

Problem

A workload is annotated with recommended K8s labels (in particular part-of) but it is not part of the KeptnApp manifest. The Lifecycle Toolkit deploys the workload anyway.

Desired result: The Lifecycle toolkit prevents the workload to be bound to a node since it is not part of the release bracket.

Replication steps

• Use the main helm-chart of Keptn and annotate NATs and Mongo with default labels (link: https://github.com/keptn/keptn/tree/poc-klt-helm-chart)
• Use KLT v0.4.0 to deploy
• Watch mongo and nats being deploy

I think this is also an example for implicit mode. When implicit is enabled it would be added. Otherwise not.
