Automatically create a shared ROSA cluster at the start of the business day, and automatically destroy all clusters at the end of the business day.

To prevent shutdown of clusters in use it should be possible to mark a particular ROSA cluster to be kept alive. For example by creating a project keepalive in the cluster as a marker.
