Changes required for Fedora Packaging acceptance #185

This change stops static files being moved into /usr/local/keylime
and instead uses the site-packages destination

It also removes the less than version 6 clause for tornado (as
Fedora 32 / rawhide now uses 6.0.2

eyes on this as soon as you have free time please @nabilschear / @jetwhiz as its needed to get the fedora package accepted.

This seems to work on my F30 build machine ... I'm still downloading F31 to test there, though.

thanks @jetwhiz , we will also need to do the tpm2-tools 4.0 work, I will hopefully have a PR up for that tomorrow.

Seems to work for F30 and F31 on my end.
