Add option to disable blocking blue users

blue blocker now does a lot more than just blocking twitter blue users. if users want to just block promoted tweets, nft users, or just downloaded for external addon integration, we should give the option to disable blocking of blue users.

obviously it will be on by default, though

I'd like to second this request. My real interest is in blocking advertisers.
