There is no mbed_portenta platform in PlatformIO, the Portenta H7 board belongs to ststm32.

There is some more weirdness going on, I also could not make the library itdentify it's Ethernet.h (or WiFi.h I guess) dependency by using build libLDFMode, I had to write it in the "dependencies": "Ethernet" section.
