Related to (or possibly blocked by) #1, #2, and #5.

Currently, there are no C++ tests to speak of. This is likely of lower value until a cleaner separation of the NIF and business logic is achieved.

Once set up (assuming #5 is also complete), I'll set this up to run with GitHub actions ideally with a matrix of Elixir and OS configurations.
