Release 3.11.0

We have enough for a new release. This is what we will have once #1131 is merged (the top four are important new features):

• FEATURE: Integration of ZIM Download Library based on library.kiwix.org, with fallback to download.kiwix.org for browsers that don't support the fancy version (thanks to @Rishabhg71)
• FEATURE: Use of File System Access and related APIs to remember picked files/folder between app sessions (thanks to @Rishabhg71)
• FEATURE: Sliding away of header and footer when scrolling
• FEATURE Swiping away of header and footer on non-scrollable pages (e.g. PhET experiments)
• Support for new Kolibri archives
• Sanity checks to prevent runaway searches
• Build both MV2 and MV3 extensions for Firefox
• Cleanup of transition animations
• More informative spinner
• Ability to extract and set ZIM metadata

I think we should number it 3.11.0. We will be able to switch to 4.0.0 once we have: libzim integration; zimit support.

These are the steps to complete a new release:

• Wait for some Issues / PRs to be completed:
  • Use "Group Publisher" to publish Kiwix JS extension for Chrome #1031
  • Translate the Store information (Mozilla, Chrome, Edge, Ubuntu) into at least French and Spanish #1118
  • File selection and library buttons are not selectable with keyboard #1151
  • Fix some untranslated UI elements in Firefox OS #1129
  • [ADD] Native File System support to reload zim file #1131
  • Fix some UI spacing issues #1147
• Create PR to update the changelog file
• Rename all higher milestones by incrementing their names, create a new 4.0 milestone and move open issues to this new one
• Draft the new release with desired tag
• Run Set-AppVersion script (or manually change in 6 files) the version number to v 3.11.0, also run npm install to update package-lock.json, and commit
• Final tests (some can be done on https://kiwix.github.io/kiwix-js)
  • Firefox OS
  • IE11
  • Edge Legacy
  • Chromium Extension
  • Firefox Extension
• Add release date to changelog and squash/merge PR
• Publish the new release (this will create the tag and start the release workflow)
• Check that dockerfile built correctly
• Generate unsigned extensions (should be automatically triggered on GitHub Actions by the tag creation)
• Check that the PWA version was correctly set in browser-extension.kiwix.org (should be automatically triggered by tag creation)
• Upload the unsigned extensions to Stores:
  • Firefox - https://addons.mozilla.org/fr/developers/addon/kiwix-offline/edit
    • Check that the minimum Firefox version is correct
  • Chrome MV3 - https://chrome.google.com/webstore/devconsole
  • Edge MV3 - https://partner.microsoft.com/en-us/dashboard/microsoftedge/
  • Ubuntu touch - https://open-store.io
• Prepare the source code for version 3.11.1 (changes should be made to 9 files, or use the Set-AppVersion script to update 8 files, followed by npm install to update package-lock.json.)
• When available, copy the signed extension binaries to https://download.kiwix.org/release/browsers/
  • Firefox - xpi downloadable from extension page
  • Chrome - crx downloadable from extension mgmt page
  • Edge - check version is published, then use direct link for Edge-specific crx
• Check that the implementation on kiwix.github.io/kiwix-js/ is synchronized automatically with main
• Publicize these new versions
• Close this issue and close the v3.11 milestone

@kelson42 I've made a new v3.11.0 release with a number of exciting new features, the in-app library based on library.kiwix.org (PR made by @Rishabhg71), the ability to remember a picked folder (or file) between sessions (also by @Rishabhg71), and sliding away of header and footer on scroll (that one by me). Lots of other fixes, see https://github.com/kiwix/kiwix-js/blob/main/CHANGELOG.md.

When you get a chance, could you kindly upload the MV3 Chrome extension https://download.kiwix.org/nightly/2023-11-12/kiwix-chrome-unsigned-extension-mv3-3.11.0.zip to the Chrome Extension Store. I'll do Edge, Mozilla, Ubuntu Touch. Many thanks!

@kelson42 Just as a reminder, here is the link to the Chrome package for v3.11.0 to upload to the Chrome Extension Store: https://download.kiwix.org/nightly/2023-11-12/kiwix-chrome-unsigned-extension-mv3-3.11.0.zip . All the other stores are updated and packages published. Let me know if there's anything I can do to help this along.
