The view for raising a dispute needs to be created.

@pliniobraga Shouldn't this be left up to the third party? They will probably want to add the link to their existing UI.

I think we could provide either as an option. We can return the link to the escrow UI when the transaction is created and also have a visual component they can use (by passing back the link so we can get the transasction index)
