The weather gadget suffers from issues which are unfixable without an update from Microsoft.
Use https://weather.codes to find your WeatherLocationCode.
In a humorous twist, as of November 11, 2019, the Web site's search function doesn't work, either. You may need to browse by country/state.
Once you've found your code, open %LOCALAPPDATA%\Microsoft\Windows Sidebar\Settings.ini and paste it on the appropriate line. For example, WeatherLocationCode="wc:USPA1290".
