#prchallenge Jan: Update for latest iup version 3.12

kmx -- I've changed the iup version and altered the sha1 accordingly. Please let me know if I missed anything.

It seems that we have to skip iupmatrixex target (+ add iup_plot target as I have mentioned in e-mail). The target changes should go somewhere around https://github.com/kmx/alien-iup/blob/master/inc/My/Builder/Unix.pm#L156-178

I have skipped the iupmatrixex target and added the iup_plot target per your instructions.
