欲しい機能

現在のNGワードのほかに、『フォローしていないアカウントから来たすべてのメンション』に対応するNGワードの設定項目を作成する

必要性

スパムが日常的な単語だけを使ったリプを送ってくる可能性があり、そうなると既存のNGワード設定は全員の投稿に例外なく適用されるため利用できない。
この設定は、スパムに対策してかつユーザーの自由度を上げる、影響範囲を狭くするために必要
