.github/FUNDING.yml is still included in generated projects

Adding it to cargo-generate.toml's exclude list only means that placeholders inside of it won't be expanded. Instead, we apparently need to create a .genignore and add it there (as per https://github.com/ashleygwilliams/cargo-generate#templates).
