Steps to Reproduce

  1. Please see kc data downloads are not working  #1347.

Actual vs Expected behavior

Exports are pending forever, should go ahead instead.

Additional details

The resolution of the previous issue quoted a sysadmin issue which was not shared, as it was "shared" via a secured website that needs login. Please enlighten others with the same problem.
