threads.reduce_device_view_range_policy failing with Cuda/8.0.44 and RDC #1836

This test is failing in Jenkins tests on kokkos-dev:
threads.reduce_device_view_range_policy

Sample Jenkins output:

Test also failing for Serial with cuda/7.5 build.
