This is an issue which adds the capability of a row block partitioning to StaticCrsGraph. This can be used for load balancing issues. The partitioning can be provided or a default partitioning (based on number of blocks and extra cost per row) can be requested. This is a requirement for a new capability in KokkosKernels.
