KokkosConfig.cmake.inw.r.t. the behavior of kokkos_launch_compilerKokkosConfigCommon.cmake.into encode@Kokkos_ENABLE_CUDA@so that if called when Kokkos was not built with CUDA support, the command is ignored (since it would be an error)
